        They had one. They were told to stay put, and when the water came, they got no response from the authorities who were supposed to help them.

        A plan prior 2 an actual emergency. It's not about being told what 2 do. It's called emergency preparedness as a facility they r responsible

        Again. Waiting for direction from others is not a plan. Being prepared to evacuate at a moments notice is. I know CPR, should I wait though?
