My old employer offered seniors an early retirement option. So many left they had to hire many back at independent consultant rates.

HR has nothing to admit... managers make the decision that hire or fire. Stop blaming HR for managers making bad decisions...

HR is partially responsible. Its HR job to make sure there is no discrimination. They need to police Ageism in their company.

No its HR's responsibility to educate and to oversee performance issue process. The firing decison is 100 % the managers

But if they know an employee is not being hired or fired due to age they need to address it. HR can stop firing if manager is discriminating

That's my point HR is responsible for the process and not the decision. Real issue is poor managers should be fired for such decisions.

yes but HR must be involved. Managers do make the decisions but HR must be checks & balances that can stop the Managers decision

I've seen 'uppers' head & staff HR intentionally with inexperienced, in want of training, no-nothings.
