I believe the '40s or '50s - last time they were truly in charge of their own country for a time. Michener covered it in "Caravans."

It was actually a pretty booming place, tourism was high, education was well. Locals have shown me photos -- it was amazing.

I visited with a family near Bamiyan province and although photos are now prohibited, they retained some & the differences were stark. :(
