That's not much of an apology. It's more, "Sorry you were offended," than, "Sorry for the awful, inappropriate rhetoric."

To be specific, they apologized to ANYONE WHO WAS OFFENDED not FOR the remarks themselves. Which means THEY didn't think remarks were wrong.

They should go further and contrast what he said to their code, indicating where he was in direct conflict with the Scout's ideals.

That is a valid point. BSA had warned against that sort of things up front but there do not seem to have been any consequences.
