So they aren't losing Medicaid outright. They may lose vital services they need to remain independent, however. So it's not fake news.

It's not being cut 40 percent. Highest estimate I've seen was 35 percent 20 years from now in 2036. It's mainly a cap on increases not cuts.

Medical costs increase faster than other costs, so a cap in growth amounts to a cut. Less money, fewer services for disabled people.
