        Single payer, with transfer payments from rich states (Dems) via Fed taxes to equalize universal care in poor states (Rep). Problem solved.

        California couldn't do it because Prop 81 rules require 2x funding reserve. Would have worked otherwise.

        Overly simplified perspective. Yes, the estimates are $400B. But the federal and state budget spent $367B last year on health coverage.
