Without info on procurement, doesn't tell us much at all - #/size reqs? K term/scope, compet must remain to avoid entrenchment/mkt failure

I've seen this from the bidding side; if the underlying project is financially challenged, the bids have too many protections against loss.

For sure. Infrastructure privatization/ppp is not inherently bad, it requires no independent discretion. Key to keep mkt mechnism in place
