        but also consider how much debt Cali is in. Private enterprise should be doing this because the market demands it (ie more purchases)

        Private enterprise can't afford the risk involved in R&D. That's where gov comes in: it can subsidize emerging markets more efficiently

        Most innovation comes from private R&D. The potential for profits is more than enough motivation. Government funding via theft unnecessary.

        I used to work in private R&D, most smart companies have an R&D budget to develop future profit centers or improve current products.
