        The president has the power to negotiate and enter into treaties which then go into force when approved by congress. I think I understand.

        Never said there was brother. My point is that the commenter saying that Obama was ruling by decree by negotiating the treaty. He wasn't.

        To bypass the treaty ratification process, Obama called it an "agreement" instead. So it pretty much was a decree, albeit a reversible one.
