        Yes, via interstate compacts. For example, see the Western Water Compact, which controls all water rights west of the Continental Divide.

        I think you mean the Colorado River Compact. That deals with equitable division of water rights. There is no part that I can find in it...

        ..that touches on minimum standards across signatory states for industrial ground pollution or discharge. That still falls to EPA.
