        He probably means it shouldn't be luxury accommodations so people have incentive to strive for better. A starter home, not a dream home

        I go into public housing frequently as a visiting nurse to elderly/disabled. Very little luxury there unless you count heat/plumbing.

        This idea that the poor are taking "advantage" of assistance implies they are lazy, when majority of poor are children/elderly/sick.
