        北朝鮮情勢。北が米国に交渉できるとすれば、核武装を放棄する代わりに、核の平和利用を認めるという交渉方法があるだろう。クリントン政権下、既に使ってしまってるが、それを自国以外に認めろというやり方はある。無論、アメリカは認めないが、イランなど第三国には魅力的だ

        アメリカ以外の露中英仏印など、核兵器保有国も反対するだろうが、核兵器国vs核兵器非保有国の構図にして平和利用は規制するなと言えば、包囲網の一角を崩すワンチャンあるかもしれない。

        北朝鮮は核大国だったが、世界平和のため自ら核兵器を放棄する代わり、世界での核の平和利用をアメリカに認めさせたのだ…となれば、まあ、メンツはかろうじてたつし、どこかが味方してくれるかも…という期待くらいは少なくとも持てる

        まあ、東芝の例を見ずとも、世界的にはフクシマの影響でベトナムはじめ核の平和利用すら危険というのが共通認識になりつつあるいま、余り有効な提案ではないかもしれないが、イランのように核の平和利用しつつ、核武装も視野に入れてる国は味方につくかもしれない
