        Cuts to the State Dpt, by both Dems & Reps, lead to a lack of funds for additional security before the Benghazi incident.

        Non-essential and discretionary spending was cut.

        Discretionary spending is the $ allocated by Congress to fund gov operations. State Dpt is less than 1% of that budget.

        Correct. But essential programs, departments, and personnel don't fall under discretionary spending.

        Operating costs & essential personnel are included in the discretionary budget. Emergency funds draw from the remainder.

        You're wrong. Essential isn't affected by govt shutdowns or sequestering. Discretionary spending is fungible.

        A 30% cut to the State Dpt would remove the equivalent of their entire emergency fund. Which is funded by discretionary
