I wonder if the Times will now change and adopt the Oxford comma in its style and usage.

Comma's implied, or sentence is nonsensical: "...rules don't apply to the A, the B, the C + D of these things."

The above means overtime rules don't apply only when ALL conditions are in place—surely no one qualifies here.

I was referring to the Times's style and usage guidance, which says to omit the Oxford comma in copy.
