        Some rural areas do not have Internet access. People use smart phone hotpot for Internet access. Kids need Internet for school

        I grew up in rural Maine..library within walking/biking distance. Children that want to learn will put in the effort!

        There is also OCRA and many schools provide free laptops to kids. My alma mater does now thanks to bill&Melinda gates foundation.

        His foundation in the USA has helped many rural school districts! The couple in the NYT do NOT live in rural UT!
