this is horrific! Why would anyone believe inflicting pain and humiliation on a child would be a good thing or a way to teach?

because for some it's the only way. kids love to test and push.

pain and humiliation will never be the "only" option. It is wrong and damaging.

punishment is pain, this is needed as part of being human. you do wrong, you get punished. there shud be consequences
