To cut the cheaper workforce (even if it's illegal immigrants) doesn't mean savings.

Iron, punitive laws against illegals/employers/housing/benefits is best. Creates self-deportation.
It's like drugs. As long as demand exist (for cheap workforce/drugs) any law it's ineffective.
But in the big perspective, yes. Punitive laws are more effective (by little) and cheaper than a wall
