Fault is typically shared & it's reasonable to look at all the available evidence before assigning fault.

No. It's the responsibility of the zoo to design an enclosure that a toddler cannot "fall into"

Yep, I agree but what if the parents knew, or should have known, that said toddler was climbing over a 3 ft. barrier fence.

No matter. The enclosure should be designed so it cannot be breached by visitors under any circumstance

I respect that position, truly, however, it is not the law. All the evidence should be evaluated before fault apportioned.
