        I dont have a problem with this. It is used on disturbed and and mentally ill people who act aggressively during arrest.

        Looks like a body bag. This is disturbing. If suspect in handcuffs why would this be necessary? This is cruel & unusual punishment.

        For every 1 cop, Americans have 300 cellphones. We can legally limit police to 9-11 phone call response, prohibiting cop patrols.
