        All could still happen though. Except 5 I’ll admit is a stretch. But that is good to know. Has it always been relatively low or has there been an improvement?

        As a NewYorker, I use the subway system quite frequently. And I must agree that Cuomo seems to care more about look than substance. That means he's been spending too much money on cosmetic and not on what make the system works!
