        Step 2 will be finding a way to "re-negotiate" it in a way that lifts sanctions on Putin and his pals. Putin has been ginning up threats of nuclear confrontation for the last 2 years in order to give Trump grounds for lifting sanctions with a new treaty.

        By withdrawing from the treaty, Russia is no longer beholden to it and in violation of it anymore, which is what they are doing already. It's basically giving Russia permission to violate it. This isn't hard to figure out.
