          Please use illicit market, “black market” applies a negative connotation aimed against African American communities/commerce. Also, as @alysonrmartin points out it’s not cannabis-laced. That implies dangerous addition of harmful drugs. Proper terminology is #cannabis-infused.

          True, but you can’t sell pot for $10 a gram and expect to beat the black market. Ontario set their prices to be below street value. THAT’S how you beat the black market.

          In related news, nobody can credibly contend that the legalization of marijuana in CA and the concurrent existence of a black market economy are, in fact, "bad for CA" insofar the latter still drives CONSUMPTION via spending, i.e., it still indirectly drives economic growth.

          That’s not really what is happening in CA - the slow rollout is due to local govt entities (cities/counties) slowly implementing sale and distribution policies, thus impeding full implementation of marijuana laws approved by voters.
