You want to help climate change affect the shareholders. No gov't needs to tax polluters they just need to impose regulations. Imposed means less dividends/profit. People reluctantly pay higher costs and the climate is not helped

A discussion of externalities would go a lot further than blaming climate change on conservatives. Look at Chinese Tariffs as a tax on pollution. Problem with environmentalist is they picked political parties and alienated half the voters they need.
