        This sounds ugly. First, why attempt, ever, to drive through floodwaters? It's the most dangerous, stupid thing you can do, and this was not an emergency transport. Second, why couldn't two deputies, between them, open a door?

        If the deputy wasn't in the van then yes, the officer is responsible for their deaths. He survived and was responsible for their safety.
