        Past behavior predicts future behavior. This is applicable to people, institutions, and governments. Poisoning dissenters has been the Kremlin's m.o. through time, so this would not be out of the norm.

        they are completely impunity here (maybe feel same for crimes abroad too now) & it's not shocking people here anymore - that is the problem. For example when in year 2000 in Ryazan city FSB(KGB) personnel caught with hexogene explosive in basement, Putin not even fired them.
