If that's what they have to do to get the crime under control then so be it. If I park my car in the middle of a parking lot with $10,000 all over the inside of the seat, that still gives no one there right to steal it. A non-criminal would not try to steal from that truck

they put the shoes in a neighborhood that's impoverished and more than 90% black. It looks lame because you never hear of them doing this in places where the majority is white, A.K.A the suburbs -
And you don't put things like this in neighborhoods where there's not an increase in crime, the whole point of these things is to catch the ones that are doing it so that the ones that actually work for everything they have are not getting their belongings stole

And the people in poverty do work for what they got buddy don't let the people that do crimes in those areas turn your head to those that still work an honest living in impoverished areas.

That's what I meant. The people in those neighborhoods go to work to carve out a living and while they're there someone is in there house stealing. I lived as a kid in the projects, I've seen some crazy shit. Not doing anything is even worse, plus they get blamed for not stop it

Now that does happen, plus you got drug dealers who will trade pennies on the dollar. In most cases people are stealing for drugs to began with.

Theft is a major problem that costs all consumers money. The only thing I see wrong with this is the police and railroad caved. Police do stings for prostitution, drugs, car theft and pedophiles so why not a sting for theft?
