I still don’t understand. The President can tweet about stocks, companies and is okay. But private Citizens can’t do the same without facing a major consequence.

The difference is that Musk is the CEO of Tesla, and tweeted profoundly misleading & inaccurate info - single-handily driving the price of TSLA up 12% (about $8B in value) in less than an hour. It's pretty simple: there are rules for going private, and Musk broke all of them.
