        I imagine it would be hard to know for sure which ones are guilty of this and whether or not it was done under supervisor approval, etc. I personally feel that management is always also at fault, like chiefs, captains, sergeants in police brutality / unnecessary shooting, etc

        Relative worked a juvenile detention center in CA who were disciplining some teens 4 spitting/rioting. They zip tied their hands&feet while on their stomachs. Potty breaks & water breaks periodically. I asked how long did you leave them there thinking 12 hrs. No it was 36 HRs.

        I spoke w one shelter last week. On the donation list: underwear and sanitary products. Makes my blood boil. They said they never had girls sent there before last year. They think they are lying about kids ages, to get them placed.
