For some, a proposed cap on services like Uber is a civil rights issue. “Race-based refusal is a serious issue among yellow taxis and in the Uber and Lyft world.”https://nyti.ms/2LJ8dsm

So lets talk about the reasons why they do that? Everything has a reason. I bet certain race gives more tips, certain race harrasses them more, certain race gives less or no tips. It is the cultures, not race or skin colors.

When I drove a can the city determined the number of license for each company based on demand and the performance of each company.

It is called risk assessment. Chances of being robbed or mugged in some neighborhoods or by some people is greater than others. Simple survivor instinct. Can’t legislate human instinct. Only people can change the reality buy changing their behavior. Takes generations.

Consumers love competitive markets, until it affects their industry. NY shouldn't be imposing any restrictions on these applications. If the city is losing revenue then tax them. Don't stop a service that is convenient for citizens because one niche market is can't compete
