        I am not sure what you mean by the Islamic state. If by that you refer to ISIS, I would like to underline that Iran is not a part of ISIS. In contrary, ISIS and Iran are big enemies to each other. Even ISIS committed two terror attacks in Tehran last year.

        I use “Islamic State” to describe theocratic countries that strictly enforce Islam as law, I didnt mean ISIS. I see why you thought I did though, is there a better label like “Islamic nation-state” to describe Iran?

        Regime maybe. "Nation" refers even to people. Since in this case majority of people do not want being ruled by religion-based laws, I would suggest not to use term nation.
