        Simple: in 2015 Poles elected new gov. One of reforms promised was judiciary reform. Courts and judges were corrupt and not fair. Leftist protest because they hate the new gov. Majority Poles support the new gov and reforms. End of story.

        The EPA is an Executive Branch agency and the president is head of the Executive Branch. He has every right to manage the EPA under the law. He also has the constitutional power to appoint judicial vacancies. That is what he is doing. Elections have consequences.
