        Trump is a known liar, so by leading with his statement then debunk it, we can compound the fact that he is a liar even more. Doesn't works with people who still think he's a saint thought.

        That presumes an audience that is reading closely. By repeating the lie first, people skimming headlines are left with the impression subconsciously that "NK is denuclearizing" -- see it enough times and it becomes "fact."
