        if negligence can be proven and without a shadow of a doubt the power company knew of this beforehand then the power company, if not then homeowners insurances and let the insurance companies take the power company to the courts for reimbursement.

        It's a basic fire & liability insurance issue. Power companies can buy fire policies to cover the poles, the replacement of the lines and the ensuing damage if it extended beyond its lines. The liability portion of the coverage should cover the workers' completed operations. Easy
