This is where a big part of the problem lies. Yes, Rs in Congress are too blame for being spineless. However, as evidenced by GOP voters overwhelming support of Trump (see any recent job approval#), GOP voters have fully embraced Trumpism. They've gone full "Dear Leader" mode.
