Mexico is almost in anarchy; narco-terrorists with billions, have killed journalists, teachers, mayors, police, and most recently the gruesome murder of candidate Fernando Puron; he was shot for his stance against violence; America's pols are silent.

Seriously?, If you have ever: lived, traveled to or had business dealings within Mexico, you understand bribery is part of the culture in Mexico. This is true from low level bureaucrats, all through out law enforcement and of course in politics. "Major bribery"? Perspective!!
