Couple of things Sneed to be stated. 1st - that 4,645 plus is not real. It is a made up number from a poll conducted by some people in Harvard that ranges from 780 to 9000+, 4645 is a median number placed by

Because they are literally made up. This number comes from a poll conducted that asked a few hundred people if they have a family member that died from the hurricane, from this poll they extrapolated a number from 800-9000+, the 4500 figure is in the middle of this range.
