I despise all things Trump, but as an editor of Government docs, I have to disagree. They are following Government Printing Office (GPO) style. Federal, Nation, and State are capitalized in those instances. https://www.govinfo.gov/content/pkg/GPO-STYLEMANUAL-2016/pdf/GPO-STYLEMANUAL-2016.pdf …pic.twitter.com/4UnZV2P0XI

This one works. But here's another problem for you: the letter is written to a civilian and therefore shouldn't be written in the style of a government document.

It’s just how we do it. Hey, I’m happy to see there weren’t 87,000 actual grammatical and spelling errors! This is really just style stuff, and if you aren’t working in GPO all day, it looks a little weird. What’s really fun is having to combine this with internal style guides!

I’m not surprised, The White House is full of ignorants the moment Trump got inside.

        - It's an (unnecessary) exclamation. - Corrections should never be made in lazy text-speak. - Had a paper been returned to me that used text-speak in the corrections I'd have returned it for a clear explanation. - The decline in written communication since smartphones is sad.
