It’s separating the part that fulfills a mission that people support (stopping actual human trafficking) from the part that deports regular people. Which actually makes the latter more likely to be abolished. It seems they want to cut it loose and let it die in Congress.

I read the letter. They are advocating for a split of Homeland Security Investigations (HSI) and Enforcement and Removal Operations (ERO). They are not calling for the dissolution of ERO, however. They just want it separate from HSI, for which all the signees work.

The point is immigration and law enforcement are two separate things and ICE especially under Trump has got it all messed up together. Separate agencies may be able to do the job better without all this turmoil.
