The judge has the power to appoint a public administrator and the lawyers who can make lots of money from handling these estate cases. So the judge hires friends. Corruption ensues.

Trying to do my homework on the Kings County surrogate judge race. It seems like surrogate’s court is a recipe for patronage. The office oversees the estates of people who die without wills.
