Not all graffiti, but also scenes of all sorts. Imagine paintings of trees and fields; of towns. The subways would be fantastic.

It *was* a sign of decay, but only because city & state at the time put more $ into vilifying minor stuff like this than the MTA's infrastructure or badly-needed staff. Now it's 2020 and our trains are shiny but busted. Don't blame graffiti artists for that.
