(though I'm not sure "criminalize" is exactly the right term here—in some ways what happened was the opposite: the development of a political tolerance for high levels of homelessness and attempts to explain away its emergence)

I think

put this right when he described that it is fine on its own terms that the "progressive" thing to do since the '80s is to be ok with people living in tent camps, but like tolerance of tent camps does not a housing policy make

I've never understood why "sweeping tent camps" is "criminalizing poverty" but "closing/banning SROs" is not. Any pointers?
