i think it's interesting how the act of downloading a PDF… does feel like an act, like you've achieved something or committed to something or queued it up somehow. just because you clicked that Download button

the act of you clicking the button / or maybe the feeling that it now lives on _your_ disk. even though it might not really be any easier to get to the PDF there than on the internet, and you might not be any more likely to actually read it

Sometimes it feels like saving a PDF might actually make me *less* likely to read it, possibly because it becomes some kind of obligation rather than something I'll read when I feel like it. Probably not, but it's a funny feeling.
