Tell that to NY where it is effectively impossible to get a carry permit. I don't know anyone who has successfully been able to get one, including a neighbor who is a lawyer who has won many cases, but was unable to navigate the permit application.

Shouldn't it be that if you are a law abiding citizen with a 100% clean record (not so much as even a traffic ticket in over 15 years), should be able to get a carry permit? The Second amendment is effectively banned if a permit is needed, but every application is denied.

That’s what the 9th Circuit decided en banc in Peruta, overturning the original decision by a 3-judge panel. 7th Circuit and DC circuit have ruled that there is a general right to carry.
