More than 1/2 of all people in local jails in this country are there pretrial, while cloaked with the presumption of innocence, simply because they can't afford bail, per bureau of justice statistics.

Others- at least in Kentucky have been sitting indefinitely AFTER serving their sentence because they do not have $100 to pay for a (baseline) drug test. I know of one who sat over a year in Grant Co.
