Most would have considered the fall of the Soviet Union the most important event of the 1990s--and that was much more of a root cause of 9/11 than the embassy bombings of 1998.

The embassy bombings were more prelude than cause, so your argument is strongest here. Maybe a better example would've been the decision to leave U.S. troops stationed on Saudi soil.
