Given that breakthrough technologies result from many incremental international advances in basic science (see history of the antibiotic, semiconductor, nuclear fission e.g.), please could you provide a few examples illustrating what you mean by "America is the only place"?

In addition to the breakthroughs you mention, there's CNC machine tools, GPS, solar power, fusion bombs, and lasers. It's certainly noteworthy that basic science is a bit more distributed than breakthrough technology. This suggests that science isn't the only necessary piece.
