Introduce him to interesting things!! Like meditation can help him in a lot of ways, a new sport, good movies of different genres (see what kind he likes then give him books of that)

yea so I was like your brother. Had the "external locus of control" issue that your brother is going through. When I was a sophomore in college I picked up a book called "so good they can't ignore you" by Cal Newport and it totally opened my eyes. I think he might like it.
