I'd casually mention it to my friends in passing conversation in the hopes that what I say gradually cuts him off from important social circles, but I couldn't ever bring the issue up to an institution without a way to prove it.

Anybody that could harm someone in the future needs to be stopped, but there is also the risk that any large scale effort to stop him might be more emotionally damaging to existing victims--especially if it doxxes them or makes public what happened to them.
