i usually "solve" this by creating a tier of contributors with read access (for an open source project this just gives you the ability to assign them to things and they can label and assign milestones also)
Yes, it's doable, just tedious. And too bad people can't assign themselves. While we're asking for things, I would like to have the ability for people to add themselves to "Github teams" (so they can request to be cc'd on stuff). cc @devonzuegel
