Asking the public to take individual action can indeed work-- as long as the individual actions are clearly communitcated and straightforward.

The blue line represents actual consumption. It dropped a small amount but it's not clear how much of a sustained reduction it was. I don't understand why they don't show the rest of the actual conspumption.
